US Bans Foreign Robots: Who Gains, Who Gets Hurt, and Why the Drone Precedent Should Worry Everyone
The US Federal Communications Commission has added foreign-made robots to its national security Covered List, effectively banning imports of a sweeping range of robotic devices. Humanoid robots, quadrupeds, and autonomous mobile machines are all caught in the net. So are robot vacuums. Yes, really.
The Trump administration pointed to cybersecurity vulnerabilities previously found in Chinese-made robots as justification, though the final rule is notably broader than that framing suggests. Under FCC rules, the agency cannot update the Covered List off its own back. It needs direction from a qualifying national security authority. Apparently, an interagency White House body ticked that box.
So what exactly is banned? The FCC defines a covered device as a mobile mechanical robot capable of ground movement, operating either autonomously or via remote human control, equipped with environmental sensors, onboard AI or cloud-connected software, and network connectivity exceeding 200 kbps. Bluetooth qualifies. Satellite qualifies. If it moves, senses, and phones home, it's probably covered.
The practical consequences are significant. Chinese robotics firms like Unitree, whose humanoid platforms are widely used in research labs and experimental surgery contexts, would no longer be able to sell new models into the US market. Robot vacuum brands like Roborock, which dominate the affordable end of the consumer market, face the same wall. And this is not purely a China-focused measure. Robots made in Japan, South Korea, and Germany are caught by it too.
There are carve-outs, naturally. Robots under 4.4 pounds are exempt, which saves small robotic toys but does precisely nothing for the vacuum market, where most units are heavier. Existing FCC-authorised models can still be purchased and used. Only new, previously unauthorised models are blocked going forward.
Trains, drones, road vehicles, underwater robots, and FDA-classified medical devices are all excluded. Fixed industrial robot arms are also exempt, which matters quite a lot given how much manufacturing relies on stationary foreign-made automation. The Department of Defense can also grant exemptions on a case-by-case basis, though under its newly rebranded identity as the Department of War, so make of that what you will.
Drones already went through this exact process. The FCC banned new foreign-made drone models back in December 2025. The results were, to put it charitably, underwhelming. No competitive mass-market US drone manufacturer emerged. What did emerge were new companies selling what amount to barely repackaged DJI products with different logos. It is a precedent that should give pause to anyone celebrating the robot ban as industrial policy.
There is no shortage of enthusiasm from domestic robotics firms and their advocates. Standard Bots CEO Evan Beard called it one of the strongest technology-security actions in modern US history. The Council on Foreign Relations described it as among the most significant pro-US robotics policy moves yet. Boston Dynamics, which builds its Atlas, Spot, and Stretch robots in Massachusetts and is scaling under Hyundai's ownership, is well-placed regardless.
But researchers are considerably less bullish. Georg Stieler, a robotics advisor specialising in Asian markets, warned that cutting US startups and researchers off from affordable Chinese platforms before Western alternatives exist at comparable price points risks slowing domestic AI and robotics development. Rueben Scriven at Interact Analysis made a similar point: low-cost Chinese robots have been doing real educational and promotional work in the US market, and removing them does not conjure domestic replacements into existence.
Protectionism dressed up as security policy can sometimes produce genuine industrial results. More often, it produces workarounds, price increases, and a lot of LinkedIn posts.
