IBM's Mainframe Business Takes a Kicking as Customers Blow Their Budgets on AI Hardware Instead

IBM's mainframe business suffered a sharp decline in Q2 after customers diverted their capital spending toward servers, storage, and memory to secure AI infrastructure ahead of anticipated price increases and supply shortages. This unexpected shift in client priorities, compounded by execution failures and cybersecurity distractions, caused IBM's Infrastructure revenue to fall 7 percent and its share price to drop more than 25 percent. While some areas such as Red Hat and Distributed Infrastructure performed well, the quarter highlights how the AI hardware boom is disrupting traditional enterprise IT spending patterns.

IBM's flagship Z mainframe business has had a rough quarter, and the reason is almost darkly comic: customers raided their own budgets to stockpile servers, storage, and memory before AI-driven demand made any of it harder to get or more expensive. The result was a more than 25 percent collapse in IBM's share price on Tuesday.

Rather than wait for its full Q2 earnings next week, IBM took the unusual step of dropping preliminary results early, accompanied by a letter from CEO Arvind Krishna explaining what went wrong. Infrastructure revenue fell 7 percent, which stings considerably given IBM had been calling this the strongest mainframe generation launch in the company's history.

Krishna's explanation is frank, possibly unusually so for a company of IBM's size. In the final weeks of June, he wrote, clients abruptly redirected their quarterly capital spending toward supply-constrained hardware, trying to lock in purchases before anticipated price increases. IBM had factored in some supply chain turbulence, he said, but not the scale of the pivot. As he put it: "We did not anticipate the magnitude of the capex reprioritization."

The damage didn't stop at mainframe units. Fewer mainframe deals also meant softer sales of the transaction-processing software that typically travels alongside them, so the software business took a knock too.

Krishna also cited "rapidly evolving, industry-wide cybersecurity concerns" as a distraction for customers during the quarter. He didn't elaborate on what those concerns were or how exactly they translated into delayed purchasing decisions, which will likely prompt questions on the earnings call.

IBM was willing to accept some internal blame too. Several large deals that were expected to close simply didn't, and Krishna acknowledged the teams didn't adapt fast enough when conditions shifted. "We faltered," he wrote, which is about as blunt as corporate letters get.

Not the whole picture was bleak. Red Hat grew 11 percent, HashiCorp and Confluent performed well following their acquisitions, and IBM's Distributed Infrastructure segment posted 37 percent reported growth, carried by Power servers and storage.

Still, this quarter is a fairly clear illustration of what happens when AI infrastructure spending distorts normal enterprise budget cycles. Customers who might ordinarily be signing off on a new mainframe generation instead decided that hoarding compute before someone else did was the smarter short-term move. Whether that behaviour continues into Q3 is the question IBM's investors will be watching very closely.
