Britain's AI Superpower Plan Has a Serious Water Problem Nobody's Talking About

The UK government's AI superpower ambitions largely overlook the significant water demands of datacenters, raising concerns that these facilities could compete with homes and businesses for an already strained water supply. Water UK warns that official water planning forecasts exclude datacenters entirely, limiting investment in new infrastructure such as reservoirs, while some areas like East Anglia already face effective moratoriums on business expansion due to water scarcity. The industry body is calling for datacenters to be included in water planning frameworks, fast-tracked supply infrastructure, minimum efficiency standards, and requirements for operators to fund the water infrastructure their facilities require.

The UK government's push to turn Britain into an AI powerhouse has a blind spot: datacenters drink an enormous amount of water, and nobody in charge seems to have factored that in.

Water UK, the trade body representing Britain's water industry, has told a parliamentary committee that official forecasts for England's future water demand simply exclude datacenters. This is happening while the government is actively encouraging more of them to be built under its AI Opportunities Action Plan and associated AI Growth Zones. The implicit assumption, Water UK argues, is that water will just be there when needed. It won't.

This isn't a hypothetical concern. Parts of southern, central, and eastern England are already edging toward drought conditions. The Environment Agency has reportedly imposed what amounts to a moratorium on business expansion in East Anglia and parts of Essex because the water supply is already too constrained. Some housing developments are being blocked for the same reason.

The structural problem is that water companies can only plan investment based on official demand forecasts. If datacenters aren't in those forecasts, new reservoirs and infrastructure don't get funded or built. Ten new reservoirs have been approved, but these take years to complete. The gap between current supply and future demand is widening before a single shovel hits the ground.

The scale of what's coming is not small. Global datacenter water use is projected to more than double between 2025 and 2050, with service-based economies like the UK expected to absorb a disproportionately large chunk of that growth. The UK's datacenter construction pipeline is already nearly double that of the next-largest European country, with plans to treble capacity by 2030. Most of this is clustered around London, with Europe's single largest datacenter concentration sitting in Slough, Berkshire, which hosts up to 35 facilities.

Making things worse, current economics push operators toward cooling systems that conserve energy rather than water. Given that UK energy prices are among the highest in the developed world, using more water to cut power bills is often the rational choice for operators. Nobody's stopping them.

There are also no mandatory water use reporting requirements for UK datacenter operators, so precise consumption figures don't officially exist. The Water Research Centre estimates English facilities already consume close to 1.9 billion litres per year, but that's an estimate rather than a verified figure.

Water UK is pushing for several changes: fast-track planning for new supply infrastructure, a review of abstraction limits, mandatory efficiency standards for server farms, and a requirement that operators use non-potable water wherever feasible. Critically, it wants the companies building and running these facilities to pay for the water infrastructure their operations require, rather than passing those costs onto household bills.

A Water UK spokesperson was blunt: "We desperately want to supply the water that datacenters need. That's impossible because the UK government explicitly excludes them from its water planning framework for England."

The government department responsible had not responded to requests for comment at time of publication. Probably busy planning the AI superpower thing.
